This could be a number of things. You should take out the valve cartridge in the tub filler handle. Its very possible that the rubber O-rings are worn out and blocking the amount of hot water exiting the valve. If anything you should check this to make sure mineral deposits haven't gotten clogged in the valve. The other issue could be an on/off valve somewhere down the line that is slowing down hot water flow to the tub. If the same valve is supplying hot water to the rest of the bathroom then the valve cartridge at the tub filler is the problem.
