Under-sink shutoff valves, also called fixture shutoffs or stop valves, allow you to turn off the water to the sink (or other fixture) without having to use the home's main shutoff. These inexpensive little valves rarely get used, and when they do, sometimes they leak. If this happens to you, you can simply replace the valve with a new valve that matches the old one.

If there's no cold water in the house at all, then the shut-off valve under each sink becomes less of a possible culprit. This valve is located under the sink; you'll see two knobs near the pipes leading to the hot and cold water lines. Try turning the cold water knob and seeing if the water starts up again.

3. Incompletely Opened Shut Off Valves. A more systemic, but easily solved, reason might be that the water shut off valves located below the sink are not completely open. Perhaps they were not opened properly after closing them to do some regular maintenance, or for winter shut down.

*Note – This applies to your kitchen sinks, bathroom sinks, laundry sinks, and even your toilets or where ever you have a fixture or appliance that requires water flow. An old cracked supply tube, or a leaky faucet shouldn’t require the whole houses water supply to be shut down.
